ESTABLISHMENT OF NETLIBRARY IN TERTIARY INSTITUTIONS IN NIGERIA

 

REQUEST FOR EXPRESSIONS OF INTEREST

 

The NetLibrary Nigeria Limited, a development company, was incorporated to meet the needs of libraries by supporting information and knowledge platforms through the application of world digital infrastructure to achieve world class libraries.

 

Project description and location

 

The NetLibrary project is an innovative project designed to improve access to information in Nigeria through the provision of digital access and infrastructure to Nigeria’s tertiary institutions across the 6 Geo-Political zones.

 

Project Objectives

 

The NetLibrary Project is designed to transform education in Nigeria through the provision of digital access and infrastructure to libraries of Nigeria’s higher institutions. The library is located within the main library of the institution and open to students of institution, staff and external users. The objective is to deliver the said interventions in an efficient and sustainable model working with selected qualifying institutions. Recipient institution will be required to charge user friendly fees to cover the annual maintenance cost.  The recipient institution will also be required to keep such funds generated in a dedicated account.

NetLibrary will provide for each site the following:

 

              I.      80 networked computers and 3 servers,

           II.      2 Network Printers (1 Coloured and 1 Black and white)

         III.      Broad band Fiber Optic internet access.

        IV.      Subscription to electronic resources (books, journals, etc)

           V.      Subscription to standard Library Management Software

        VI.      Renovation of space provided with the provision of adequate lighting, furniture, Air Conditioners, Alternative power supply, e.t.c.

      VII.      Technical training for members of existing library staff to build capacity.

   VIII.      Annual student and staff orientation programme to familiarize users with the  facilities  available in the library

        IX.      Management of the Facility by NetLibrary

           X.      Annual Insurance cover

 

 

Requirements

 

To be considered as a beneficiary, the institution must have, and agree to the following:

·         Have a minimum full time Student Population of 10,000

·         Provide Suitable space of at least 350m2 located within the main library of the institution. This space is expected to have proper electrical reticulation and must be cleared and available for the project to commence.

·         Ensure mandatory registration of entire Student population every session.

·         Provide 6 members of staff existing library to be trained.

·         Agree to the opening of a dedicated account for the funds generated to be managed by both implementing partner and the institution and maintain the account as at when due. This is to ensure sustainability of the project.

·         Agree to sign a 5-year (renewable) maintenance contract with NetLibrary which will be binding even if there is any change in management.

 

NetLibrary now invites submissions of Expression of Interest from interested Federal and State universities and Polytechnics who are interested in being shortlisted for consideration. The Expression of Interest must provide evidence of the following:

 

·         Statement of Expression of Interest by the University Vice Chancellor / Rector and Librarian

·         Address

·         Full Name and address of two contact persons including telephone, email.

·         Availability of dedicated Space for the UniversitiesConnect Library project.

·         Evidence of availability of necessary support staff.

 

NEXT STEP

 

Upon receipt of Expressions of Interest from interested Federal and State Universities and polytechnics, NetLibrary shall evaluate and shortlist qualifying Universities and Polytechnics for further consideration after which two Universities or Polytechnics will be selected as recipient of the NetLibrary Project.

 

Application process

 

Interested Federal and State institutions and Polytechnics should send their application in sealed envelopes to the address below clearly marked  ”Expression of Interest- NetLibrary Project”, within 2 weeks of  receipt of this.
